Defense spending as a share of government spending and total economic output has declined since the end of the Cold War in 1990. This creates room for other public spending such as health care and infrastructure. But with the war in Ukraine, pressure to increase military spending has intensified. Germany has announced a substantial increase in its defense budget from around 1.5% of GDP in 2021 to 2% in 2022. Likewise, the United States has confirmed that it will increase military spending in FY 2023. Similar pressures are likely to reverberate in other advanced economies that are grappling with other economic burdens.

The generous fiscal stimulus packages in advanced economies in response to the fallout from the COVID-19 pandemic lifted their average debt-to-GDP ratio by 19 percentage points in 2020. Finally, rising spending related to social sectors, including health, may put pressure on lower defense budget allocations.
